现任北京理工大学国际组织创新学院常务副院长、管理学院副院长。兼任国际空间安全促进会安全治理委员会主席、国际民航组织亚太地区无人航空系统专家组主席,并担任多个国际专家组成员或顾问;曾任无人系统规则制定联合体(JARUS)秘书长和主席。自2025年12月起,受聘担任联合国工业发展组织首席技术顾问,参与人工智能创新、数字化转型、数字经济包容性发展和合作伙伴相关工作。
刘浩教授长期从事全球治理、国际法和新兴产业监管研究,主要聚焦航空航天治理、数字化转型、人工智能治理,以及北极外交和治理等领域。其研究和政策实践强调前瞻性、审慎性和可实施性,致力于在国际合作框架下推动新兴产业规范、有序和可持续发展,重点涵盖无人航空、亚轨道飞行、临近空间/高空运行、商业航天、数字经济、人工智能融合应用与可持续发展等方向。
在国际规则制定与制度创新方面,刘浩教授牵头组织国际专家团队制定无人航空示范性规则体系,该体系已在70多个国家和地区得到采用;提出“专属利用空间”(Exclusive Utilization of Space, EUS)国际法律框架构想;发起“人工智能绿色指数”(AI Green Index)国际合作倡议,推动建立用于评估人工智能及其应用环境绩效的国际化工具。
自2008年以来,刘浩教授持续参与中国航空、航天、数字经济和人工智能等领域治理体系、法律制度和政策框架改革,并同联合国工业发展组织、国际电信联盟、联合国贸易和发展会议、联合国国际贸易法委员会、联合国外空委、国际民航组织等机构保持长期合作,推动国际法、国际组织和全球治理领域的人才培养和能力建设。
刘浩教授主持国家和省部级科研项目50余项,创办并担任 Journal of International and Comparative Law 创刊人兼执行主编。

Professor LIU Hao is Executive Dean of the School of Global Governance and Vice Dean of the School of Management at Beijing Institute of Technology (BIT). He serves as Chair of the Safety Governance Committee of the International Association for the Advancement of Space Safety (IAASS), Chair of the ICAO Asia-Pacific Expert Group on Unmanned Aircraft Systems, and a member or advisor to several international expert groups and advisory bodies. He previously served as Secretary General and Acting Chair of the Joint Authorities for Rulemaking on Unmanned Systems (JARUS). Since December 2025, he has served as Chief Technical Advisor to the United Nations Industrial Development Organization (UNIDO), working on AI innovation, digital transformation, inclusive digital economy development, and partnerships.
His research and policy work focus on global governance, international law, and the regulation of emerging industries, particularly in aviation and space governance, digital transformation, artificial intelligence governance, Arctic diplomacy and governance. He promotes forward-looking, prudent, and implementable regulatory approaches to support the responsible and sustainable development of emerging sectors through international cooperation.
Professor LIU has led international expert teams in developing regulation recommendations for unmanned aviation, which have been adopted in more than 70 countries and regions. He proposed the concept of an international legal framework for the Exclusive Utilization of Space (EUS) and launched the AI Green Index, an international cooperation initiative to assess the environmental performance of artificial intelligence and its applications.
Since 2008, Professor LIU has contributed to reforms of China’s governance, legal, and policy frameworks in aviation, space, digital economy, and artificial intelligence. He has maintained long-standing cooperation with UNIDO, ITU, UNCTAD, UNCITRAL, COPUOS, and ICAO, supporting capacity-building and talent development in international law, international organizations, and global governance.
He has led more than 50 national and ministerial-level research projects and is the founder and managing editor of the Journal of International and Comparative Law.
